You should read the following slides for a discussion of how to use good
randomness for packet IDs without causing interop problems. The protocols
are TCP and IP, but similar considerations apply to DNS.

Note that bad randomness will cause the same kinds of interop problems as
good randomness, so there's no harm recommending good randomness.
